Head Start

Someone is either reneging or just breaking promises!

What we, the American people need to do is to tell these paper-mache blowhards who are allegedly supposed to be representing us – the people – in fact paid by the people to get the cushiest seat for bribing, lying to, or even exhorting members of the various special interest groups ostensibly for their own gain and profit because it sure is not that way for us.

Again today being driven by the inspiration of Ms. Jedediah Bila, a FoxNews contributor, who just like the little bunny rabbit for Ever-ready batteries she has such passion about issues and voices them when she is called on to contribute. In short I think that we mentioned her in a writing (Oct 9, 2013) last week about political correctness and how well she managed to pacify a crowd on as a nation one is insane if they think they can create something new for every sensitivity happening today in this nation [author paraphrasing…]

Today Ms. Bila was charged and imbuing passion once again – only this time she certainly did not need my assistance. She laid out the exact same principles that we have over here. Meaning of course it is beyond time to shrink orfat government downsize a very hefty fat federal government.

Not long ago we wrote the first few posts of what needs to happen in America with regard to spending; moreover, a reasonable blueprint for how it could be done – realistically and the only people who would know are those bureaucrats who are not working anyway.

usflagawavingLet us ask you something – Does the Department of Education need cut backs? Of course we vote yes it does. In fact, we could get at another agency who indeed takes more funding to run – The Department of Health and Human Services. This idea of Democrats and Republicans, as well as Independents and Libertarians to choose a “program” target it, then start cutting away at it will not work. We have raw evidence of those ‘never working condition’ compliments of the Democrats.

Therefore our expressed concern is to take every government expenditure known inside and out of the Capital beltway (area that goes around the nation’s capital) and first, see if it is needed; second, how much money are we putting into it, and third ask if we need the program or not.

From the Mission Statement at Head Start: “Head Start is a federal program that promotes the school readiness of children ages birth to five from low-income families by enhancing their cognitive, social, and emotional development. Predicated upon the release of this Report as well as findings there are those who feel that Obama deliberately left out the Report until after the November 2013 general election.

The timing of the release raises questions about whether HHS was trying to bury the findings in the report, which shows, among other outcomes, that by third grade, the $8 billion Head Start program had little to no impact on cognitive, social-emotional, health, or parenting practices of participants. On a few measures, access to Head Start had harmful effects on children.

In 2010, HHS released the findings of the Head Start Impact Study, which tracked the progress of three- and four-year-olds entering Head Start through kindergarten and first grade. Overall, Head Start had little to no positive effects for children who were granted access.

Alarmingly, access to Head Start for the three-year-old group actually had a harmful effect on the teacher-assessed math ability of these children once they entered kindergarten. Teachers reported that non-participating children were more prepared in math skills than those children who participated in Head Start.

Impacts on Cognitive Development for example showed cognitive development, the third-grade study assessed 11 outcomes for the original three- and four-year-old cohorts. Access to Head Start for each group had no statistically measurable effects on all measures of cognitive ability, including numerous measures of reading, language, and math ability.

President Obama has pledged to use only one test when determining which education programs to fund: “It’s not whether an idea is liberal or conservative,” Obama stated, “but whether it works.” HHS’s third-grade follow-up evaluation makes it unequivocally clear that Head Start fails that test.
